Dear Copalis Property Owners,
It is getting to be that time of year to have our annual meeting. We usually have it on Memorial day weekend, which is less than 2 months away. There are a number of things to discuss, so hopefully we will have a good turnout.
Water System
This is the biggest news. As you know we have been working with Grays Harbor County for a few years to have them take over the water system. The county graciously agreed in principal a couple of years ago. The county applied for a loan on our behalf from the State Department of Health. This was needed to pay for upgrades the county wants to see if they were to take on the system.
The loan would be paid back by each property owner through property taxes over a number of years. We were not awarded the loan last year, but reapplied this year and were successful. Not only were we awarded the funding, but the State has given us the money as a full grant as long as the county takes us over. The amount of the grant is approximately $377,000, which will go a long way to upgrade our system.
Most importantly, because it is a full grant, we do not need to form a ULID, nor will we have any personal expense for these improvements. We will all need to grant water utility easements to the county to maintain the system.
Roads
We still have a serious issue with the main hill road. Although it withstood the winter pretty well thanks to the work party we had to cover it in tarps, that simply slowed down the process. We need to come to a consensus on how to repair it. Nothing is planned currently for this year, but we should all contribute to the road fund to build up reserves for this major repair. The county will be replacing the pressure line pipe as part of the improvements and we would want to wait till that is accomplished prior to any major repairs.
Also, our water system, Copalis Rocks Water, owns the upper part of the road from the highway to the main hill. Once we transition ownership of the water system to the county, we will need to pass on ownership of this parcel. Let’s discuss forming a Road Association that would be responsible for the roads from the highway to the Y at the bottom of the main hill.
Meeting
Vickie R., county commissioner and some of her staff have offered to come talk to us about the transition to county ownership. It would be best for them to have the meeting on Friday May 24 of Memorial Weekend. Perhaps 1:00 or 2:00 pm so people can travel that morning. We will likely have it at the church meeting room again. I will follow up with confirmation
