Dear Water System Customers,
 
We will be replacing the well pump on Tuesday or Wednesday of this week.  This will improve the output of the pump and allow us to refill the storage tank in about ½ the time it takes now.  It should take less than a day and not cause any interruption in usage.  However, there is always a chance something could go awry and we will let everyone know if there will be any problems.

Hello South Lane water customers -

It has been determined that the old south lane water line has a significant leak, and has been shut off at the gate valve just down from HR’s house. We will have to get the water repair folks out to try and determine the leak location, probably by pressurizing the line and using an acoustic sensor.

Please let us know ASAP if you intend to use your property in the next couple of weeks.

We hope to provide an update at the June 11th community meeting.

Dear Copalis Property Owners,
 
We have sprung a leak…  We are pretty sure it is on the north pressure line, and have shut down that line so we can sort that out.  As usual, it has happened on a Friday before a clam opening*.  We have hired a contractor to effect repairs, but he will not be able to come until Tuesday.  In the meantime, the north lane will be shut off much of the time, but we will open it evenings and mornings.  The leak is large enough that it will drain the reservoir in short order.
               
The other lanes - lower north and south along with upper south lanes  should have water as usual.  If something changes I will let everyone know.

Subject: Pressure line repairs

We are making some repairs to the pressure system on Thursday of this week.  The water will be shut off for about two hours sometime between 9:00 am and 3:00 pm if all goes well.  Please let me know right away if this is a hardship this week. 
 
Also, as most of you already know, we have leaks in the system that we are trying to find.  One is on the upper north lane of the pressure system and one is on the upper south lane.  Please keep a look out for abnormal ground water.  We can’t seem to locate them.

I hope everyone is doing well.  We haven’t had much contact lately, and I want to update you on some expenses we have had recently.  
 
Last month, the well pump controls failed and we had to have Arcadia drilling come do some repairs.  It needed an electrician and an electrical permit.    The wiring in the well house didn’t meet code, so we had to basically redo all the electrical including adding a panel with breakers so we could separate the pump from the heater and the lights.   Since he was there, I had him fix a couple of items up at the reservoir building also. His cost ended up being half of the total and more than I expected.   The total bill came to 6,086.74  about half is for the electrician.  I have a call into Arcadia drilling to verify the billing rate of $145 per hour which is awfully high. 
 
Also, I had NWS do the capacity analysis for our system which is the final piece of the reservoir upgrade.  We waited this long to get meter readings through at least a  full year.  Finally the state contacted us and said if we didn’t submit our analysis, they would limit our connections to 27.  So I authorized NWS to do the analysis and they have calculated we have capacity for 40 connections, which is great.  It needs to be approved by DOH, but they likely will.  The cost for that was $2,990..  this is also higher than I expected, but it is something we needed to do.   We have $10,000 in our account. Invoices went out two weeks ago, so we should be collecting about $4,000 this month and next.  I think we are ok unless another repair comes up.   Our average monthly expenses have been running about $1,250 excluding repairs.
 
On that front, I fear we do have a leak.  It seems like the meter readings are higher than normal.  It may be that there have been more people there the past couple of weeks, so I am not sure.  I will keep an eye on it.
 
On a better note, the county is seriously evaluating whether to take over our system.  I have been communicating with their engineer and providing information.  I hope to know more in July.

Dear Copalis Rocks Water System Customers Owners,
 
We are planning some maintenance to the pressure system during the week of August 18
th ,2014 that will require a shutoff of the pressure system for up to 6 hours a day on Tuesday, Wednesday and Thursday August 19, 20, and 21.   This will only affect those on the upper north lane and upper homes to the south.  It should not affect anyone on the gravity system.
 
We will be sending letters to those customers on the pressure system in case you do not get this email.

Due to the age of the existing system distribution lines, we are experiencing
unexpected outages along the upper north lane “pressure” line.
As you should have received via e-mail,
NWS recommended boiling of water for those households
(rescinded as of 20 June)
We made one repair on Monday only to find another the next day. 
A contractor was hired and came out early Friday 14 June and it was repaired.

The lower lane “gravity” system appears to be functioning normally after repair of that system earlier this week.
Please be understanding, as we are doing the best we can to assure your water supply.

We have a couple of announcements to share with you.

Billing Changes
We are making some changes in our billing next month. Northwest Water Systems (NWS) is taking over billing and meter reading in August. We will be transitioning to a bi‐monthly billing. You will receive the first invoice around the 10th of August. It will be for one month’s service. Then we will go to bi‐monthly billing and you won’t receive the next invoice until October. It will be for two month’s service. From then on you will receive a bill every other month.
The mailing address for payments will change to the NWS office. If you wish to set up an autopay on a monthly schedule, you can still do so; you just will not receive a bill for each month.

New Meter Installations
We are planning to install new meters this summer. We have four goals for our meters.

- Meter all customers
- Locate all meters along the road for easier reading and maintenance
- Install traffic rated meter boxes
- Install the same brand of meters at all properties

For those of you who have meters near your home rather than out at the road, we plan to install a new meter near the road and leave the existing meter in place. From then on, CRMBA will be responsible for the new meter and the lines upstream of the meter. Downstream of the new meter will be the responsibility of the property owner.

Re: Initial Tariff Filing with the Washington Utilities and Transportation Commission

Copalis Rocks Mutual Benefit Association (CRMBA) has filed to become regulated by the Washington Utilities and Transportation Commission (commission). If approved, CRMBA will be come registered with and regulated by the commission effective February 10th,
2011 (letter incorrectly indicated 2010).

This initial filing does not change rates, but rather establishes them with the commission.

The commission protects consumers by ensuring utility and transportation services are fairly priced, available, reliable and safe. Regulated companies must obtain the commission’s approval before andy rates or services may be changed. The commission will consider these changes at an open meeting in Olympia on January 27th 2011.

Re: Water Line Replacement Construction Timetable 
 
Construction is scheduled to begin the week of October 4, 2010.  Smith Drilling will begin with replacement of three existing culverts along the lower north and south lanes.  Two existing culverts are being replaced along the south lane, as well as one located on the north lane to mitigate existing standing water concerns.  Please note that water flow may increase as a result of the cleaning out of the ditches and culvert replacement, but the water drainage patterns will not change.  We are hoping for decent weather, though there could always be delays.  
 
Following the replacement of culverts, replacement of the water lines is scheduled to begin the week of October 11th through the end of October.  The south lane gravity fed water line is going to be replaced first, followed by the north lane; work on the main hill line is being deferred until independent determination of repairs to the main road are complete.  Additionally, we will be installing new meters along the lower north and upper south lanes.  During this time we can all expect water outages during the week, however, water should be back on for weekend visitors.  We’re trying to keep the disruption, truck traffic and water outages to a minimum, so please keep this in mind when coordinating your week/weekend visits.  
 
At our community meeting on September 4th, the question of replacement of water lines to homes was raised.  If this is something you’ve been contemplating doing, please let us know and we’ll put you in touch with Monte at Smith Drilling. This will be done at your cost.
 
We’ll post updates to our web page so as not to inundate everyone with a bunch of e-mails.  So, when you have an opportunity, log onto www.copalisrockswater.org to see our progress.

Re: Water System Ownership Transition

To: Copalis Rocks Water System Community

Copalis Rocks Mutual Benefit Association will be taking ownership of the water system on June 1, 2010. We want to welcome all Copalis Rocks community property owners to this new and improved organization.

This transition is the result of several years of hard work, negotiations, and cooperation from many different people. We feel that this is a positive change for the future of our water system and will help to ensure our quality of life while we enjoy our beautiful beach.

In the coming weeks, we will be communicating with property owners regarding changes that may be happening, but if you have questions in the mean time; please don’t hesitate to contact us. Soon, we will also have a website that will be updated on a regular basis with helpful information. This letter will hopefully address some initial questions you may have as to what this change will mean to you.

The new association will be regulated by the Washington State Utilities and Transportation Commission. All of our correspondence with the WUTC will be on file electronically at their website:
http://www.wutc.wa.gov/water . It is a good website with information for customers including frequently asked questions.

The first important point of business - In the next few days, we will be sending out a “Service Application Form” via registered mail to all property owners. If you wish to have water service to your property, you need to complete the application and return it to us no later than June 15th, 2010. It’s important that you know that if we don’t receive the form back from you, we cannot provide water service to your property.

You will receive a final bill from Northwest Water Service in early June for water service in May. After that you will be invoiced by Copalis Rocks Mutual Benefit Association. The mailing address will change at that time.

Some of you who are in arrears have said that once the system was reorganized you would pay your balance. We would appreciate it if you would do that now. If you are unable to pay all of it, please pay at least some of it.

Shortly after we take ownership, we will file for approval of our rate structure. We will notify you prior to us sending that in
. Approval of the rates will take 2 to 3 months, until that time, the current flat rate of $75.00 per month will continue. Our future budget will need to accommodate our capital improvement plan which includes upgrades to the water system. Details of the capital improvement plan will be discussed in future correspondence and also on the website.
